Post Notes for the Council Meeting of November 3rd,2014

This was the final Council meeting for the current Council.

Prior to the meeting Tyson Hirscher was presented with a gift from the City in recognition of his achievement of a Gold Medal at the World Karate and Kickboxing Commission World Championship in Dublin, Ireland.

Delegation

5.1 Sgt. McKenna, RCMP, presented the third quarter report for 2014.  Overall statistics were good with drops in calls for service and property crimes.  Sgt. McKenna did point out that there has, in recent weeks unfortunately been a string of commercial break-ins however.  Also of interest was the doubling of impaired driving charges as well as the 67% increase in roadside suspensions. These numbers may be reflective of more staff, focused  monitoring and reporting.  Councillor Warner asked about the numbers for distracted driving and Sgt.. McKenna promised these figures for the next meeting.

8.1  Storm Sewer Discharge Bylaw proposal.
There was much discussion around the development of such bylaw with regard to the responsibility of the Ministry of the Environment  and the role of the City.
Councillor Warner referred to the events of this past summer - the fish kill and the release of diesel into the storm sewers, which ended up in a ditch feeding Elizabeth Lake.  He also referred to a report from 1996 which listed contamination of Joseph Creek as cause for concern.  Councillor Scott felt a report that old could not be relied upon.
The Resolution was defeated and it was agreed to refer this on the incoming Council.

8.2 Report Recommendation re Industrial Development Permit - AutoMall Living Stones Development, 1950 Theatre Road.
This report also gave rise to discussion around the movement of large business from the 'Strip' into the Industrial Park as large holes will be left on the highway corridor.  Councillor Warner felt more investigation was required before the City agreed to go ahead with approval.  This first stage of the development permit was approved however with the understanding more conditions and engineering reports will need to be approved before the development can go ahead.

Includes Fluoride Open House report, a report on the preliminary discussions around a Solar Energy proposal. Engineering Report and Capital Road Program contracts, City Wells refurbishing, Clocktower Square.

P2 Solar's proposal for Cranbrook is similar in nature to Kimberley's project, but smaller in scale and seen as a pilot project. For Cranbrook, P2 Solar proposes a .9 MW pilot facility occupying approximately two hectares (five acres) of land.
Another distinct difference between the two projects is that while Kimberley's $5.3 million project is dependent on Significant grants and $2 million of municipal debt financing, the project proposed by P2 with the City of Cranbrook will be financed entirely by private investors.
Because of the large private outlay and associated long cost-recovery period, a nominal $5 annual lease fee will be applied for the two-hectare pilot facility site for the first ten years of the agreement. However, for the remainder of the LOO(License of Operation) term, the lease rate is set at a minimum of 5% of gross electrical revenues from the facility, estimated at $10,000 per year. Councillor Pallesen was very concerned about the lease/fee proposal.

Comment
This appears to be a very exciting proposal and we would like to know the value of carbon offsets and if the City would be able to claim them as the project would be on their property.
